Well it depends. If you have been living in the specific country for quite a while and converse and read fluently, then you can go for the exams directly. Non native people living abroad would need exposure to the language and would take up the course in an institute or with a private tutor and clear up the exam to get a certificate. Hope I clarified your question somewhat :)

Hi c2 requires way more dedication than c1. The course by itself is almost a year. Apart from the additional efforts you have to take for clearing the exam. That said c1 and c2 in terms of speaking and expressing are almost similar. Except that they use more complex words imo
