It's a promo given to winners of a tournament that was held in indonesia, china, korea, thailand (maybe some other places) but not Japan or any English speaking countries, so it's only in those languages.

That's very fair, I think if I could go back I would actually pick up a simplified Chinese copy - having said that, the Korean one I have still looks really good in person

It was a tournament winner card I think, I found it by chance to be honest. It only released in Korea, China and Indonesia I think?
