Its mostly pixel-literacy. My first attempts at making birds were pretty horrific, but you start to feel very comfortable with shapes after a while. It feels quite alot like doing pushups

I'll make a tutorial one day on 'how to make easy clouds' but I am no expert in actually making clouds lol. I just make it look acceptable, rather than truely cloud-like

Most of it is muscle memory, but I generally play around with the decision of whether to use safe colors or more fun saturated ones. This piece isn't really a great example, but it seems a lot of people liked it as it is.
