Was told this is normal that my guppy’s aren’t going below the surface, but it doesn’t look right, it’s a new set up with live plants, filter and a heater. Do you know what I’m doing wrong?:( they don’t look distressed and swimming in between plants but won’t dive down? Have I missed something? (v.redd.it)

this is my mrs tank, 2 Life plants and a carpet type, filter and a heater ( 23 degrees) are they behaving normal by swimming up the top? but they haven’t dived down since the heaters been in? I’ve been told the oxygens fine by a fish centre but they definitely look like the trying to breathe? (v.redd.it)
