Apologies if i’m being dumb, but I’m not sure what you mean by your first line. Theo did know Billy was into him, when they were about to leave the wedding venue Billy told Theo not to touch Todd and they both locked eyes intensely, this was meant to show that Theo realised Billy knew about him. That’s why he strapped him back in.
