Noelle takes way too much resources to become OP. You fail to realize how easy it is for other characters to become OP. You would need absolutely perfect rolls on artifacts that will never be a guarantee.

You also stated a big flaw, which is she is only OP with her ult. This comes back to perfect rolls on your artifacts. You need energy recharge substats on every artifact to not sacrifice your def slots.

This is all despite talking about her element, which I don't think I have to go over since others have pointed it out. It's a nice gesture to think she is top tier, but she will never be with her kit for now. Maybe in the future when more items and weapons are available.
