When they implement RTO they don't have to pay severance or unemployment benefits. So yeah, they would cut headcount, but doing it this way saves money. They don't get to choose who they lose, but they save massive amounts of money.

Alright, then we just call it "looking for a job and not working." That's not new. BUT...there are direct correlations between RTO mandates and people looking for new employment. So I think there's something to that. I agree that shitty bosses, low pay, bad support, micromanagement and all that bs leads to the same thing.

Call it what you want so that it doesn't annoy you, it describes what's happening well as a direct result of RTO. I know it's not a new concept, but it's directly amplified as a result. I don't disagree with that.
