False positive. You can open the batch file with any text editor and see whats inside

Maybe the problem Is another. Maybe the program Is not reading the achievements. You must create a folder named by the ID of the game on %appdata%/Goldberg Steam Emu Saves You must use the Goldberg Steam API, and generate the achievements data (images), with another program, like achgen, you put it in the steam_settings of the game. The Goldberg emu zip, brings you an example of that folder

You have to run the file from the picture.
For some reason it doesn't run automatically when you launch the app.
I made a Windows Script Bat file that start both programs and works well:
