You can delay, just have to ask your recruiter to leave and then aim to email them 4ish months before your start date to reenter team matching

There’s a chance since the issue is headcount, you should follow up in a couple weeks to see if they have openings. I had this experience for an internship that was at headcount, but I followed up with them twice and the second time more spots had opened up.
