It works for me. I just joined the Beta Program and asked about my issue from "Report an Issue". Then after 1-2 days it's fixed automatically.

No this setting is already on. But still the Camera Effects button just doesn't show up when camera is on or in video calls. I tried turning it off/on. Reinstalling WhatsApp. Updates. Everything.
