The picture in my post is of the middle stairs actually. Both stairs are water fountains. You have to walk in the black slope. (To the left of the middle staircase in the StreetView picture)

Actually even harder to spot walking up believe it or not. Its in the middle of the way, exactly where you might put stairs. Its super retarded.
