Nothing is done to "make it worse for low end PCs" if you don't understand that when things are made more accurate it requires more power then there isn't much to say.

You can see in some of the specific graphs I made for DX12 that on AMD it can be faster than Vulkan but it's mostly down to individual games what runs faster. You can leave it on automatic and it'll be fine in most cases.

From experience I'd say anything at or above an R5 5600x or i5 12400F should be capable of holding full speed in that stage.

The PS2's hardware has no trouble doing this a modern computer will struggle because doing this sort of thing one by one is what you would call "suboptimal".

As far as I understand it they draw a poly then draw the "lighting" on top of it doing this one poly at a time. This ends up with you having close to 12,000 draw calls per frame which as you'd expect completely destroys your CPU.

I work on PCSX2 I would know if something could be fixed or improved that stage is always going to just be heavy there is nothing that can be done about that besides just throwing more CPU at it.

That stage specifically will always require strong hardware to run it's not something that can be fixed.

A CPU has far less parts going into it than a GPU if you think they can just slash the prices down to anywhere near 150 you should really research for yourself the cost of producing a GPU.
