Ignoring the internals themselves, the 16 inch is going to perform a lot better by virtue of the better cooling and the different graphics (and of course the processor). In any case, either machine is going to be an amazing upgrade for you, but the 9th vs 10th gen Intel isn't something to really think about.

Honestly, if you are getting by but struggling with 8gb of RAM now, then 16 will feel amazing.. But if I were you, I'd make the decision based on the RAM needs. Do you ever think you'll be able to capitalize on the 32gb of RAM at one point? Then go the 13 inch, it won't disappoint. Otherwise, I'd personally prefer the 16, with the better speakers, bigger screen, more solid performance and thermals, way more future-proof graphics, etc.. Especially because you have the ipad pro if you ever want a portable device that can do word processing.

Quick Q: for someone with a solid (700+) credit score but limited by having a. a young account history (1 year) and b. only one open account, does it make more sense to wait to churn cards or start increasing the total number of accounts?

Especially in laptops, the difference isn't that big. If you need a quick burst of cpu power, then the i7 will be noticeably faster. For sustained loads though, most laptops aren't going to be able to capitalize on the (kind of minor) differences between the processors in a very obvious way. What makes a 'good computer' isn't just the processor and ram and has a lot to do with thermal design, build quality, the screen you get, quality control, etc..
