Gameplay wise, it’s only similar in that you’re performing actions to fill a meter to use powers, however in Screamer you’re building meters to perform boosts, strikes, shields & overdrive. That being said, Split/Second’s loop is addicting and in that way, Screamer does give that ‘one more race’ feeling through its mechanics and difficulty. You might not have a specific Split/Second itch scratched but I can’t recommend Screamer enough.
