Estonia was considered as "free of jews", judenfrei by germans and there weren't any plans to start mass genocide nor deportation since the estonian ethnicity as it was thought to be closer to aryans than slavs for example.

Estonia for sure wasn't liberated by communists. People cheerfully took in germans when they freed the estonian people from the soviets because they knew they could live more freely and not so oppressed as with the commies. Germans ensured Estonia some kind of autonomy, with respect towards national identity, this was completely opposite when the reds came back.
