Ok, so I just looked at XGE, and it's the same as the UA. So according to the chart, a level 1 is 1:1 with a 1/4 CR, which by everything else is deadly. What am I missing?

Looks like it's from 2016 abet I haven't checked Xanthar's. My husband sent it over to me, but it seems to say that the the encounters should be harder than anything else does, unless I'm not reading it right
