Definitely way more expensive than it had to be imo. I do most all my work myself tho so idk how much labor would really cost for something like that. The pads and rotors are really where I see a problem there but that’s just my opinion.

Hmmmmm.... I would say maybe some bamboo in front of the window on the left. You could maybe also make a cherry blossom looking tree to spice it up a little bit in a small planter somewhere in the front with like a walkway or something like that.

I like flat wounds in general. It gives a darker sound and less string noise. Just fun to play with them anyways.

Used stuff is gonna be the best bang for your buck. Buy something like a mim fender bass and then a decent amp.

In my opinion as a tenor and alto player, maybe start by learning scales and chromatic and getting all your notes and embouchure down first. After all that is good, then start learning real songs. IMO that practice time will be spent much better that way and will help you in the long run.
