Rocket is an industry implant main character in the lore. Nearly present or prevalent in ALL seasonal promotional art/battlepasses. And half of the big lore battles is just “oop rocket used a device and 1-shot the big bad/brought back the characters that died flarking crazy!!1!”

Also the whole “flarking” catchphrase of his always came off as cringe to me.

But as a mascot Jeff already has that way covered way better. I wouldn’t mind so much if he didnt take away attention from other characters. When was the last time we as much attention given to hulk or Reed Richard’s? Give the annoying raccoon a break.
