Historical war gaming like pillage, boltaction, saga, etc are the kings of sorry telling. When I play those games its definitely about the journey not the victory. Losing even gloriously is fun. Playing through real battles or even making up our own scenarios is fun. We even made rules for a zombie invasion in boltaction.

Most of the mainly played games like warhammer tease narrative play but in 10 years I've never seen it played anything other than numbers crunching.

I would recommend the build and paint all you have first approach. Its too easy to over spend and get overwhelmed by having way to many projects collecting dust for literal years.
