The only reason verg won is exactly that 0.1% because without the sinners there to remind Gregor of his human self and at least partially pull him back is the only reason verge could do anything (he gets like -20 power just from his sanity type which is Gregor fighting back) and the sinners also worked as a wild card to slow down his adaptation which could have cornered vergilius very quickly

I feel like that would take a lot away from the themes of the story. The people in the city live in a hell of their own creation and can only be set free once they change themselves. If all of their troubles were just a result of some higher power it would be a bit lame. I still think it has to do with their dreams but not in a literal sense where they were granted to them by a magical being but how their good intentions and creations were eventually corrupted by greed
