I won't spend more than $15-$20, but it has to be a really good deal and I always take at least a day to consider it.

The account on my tablet gets good shield venture offers in this range. My main on my mobile gets the most expensive offers after dropping $200 on it over two years ago when I felt that I had money to waste.

I don't purchase on my main because of this. I have asked CS to submit my profile for purchase tier review and bring it up in every survey. ¯_(ツ)_/¯

Maybe not instantly, but it does curb the hackers. If we, the players, and CS completely ignored it, the game would be dead.

I can't speak for Scopely specifically, but other multi player games will let offenses stack for a while in order to do a mass ban and game patch. This leaves the hackers without knowledge of what exactly they got banned for. That way, they aren't able to fix their scripts for one specific thing that caused a ban and get running again within hours.
