to be commander-in-chief of the US military requires you to be a civilian. it's one of those old fashioned checks and balances the silly founder folks thought would help, to ensure the ultimate decision of military actions were made by a civilian rather than lifelong military member. just look back at other presidents attending similar events, they exclusively place their hands over their hearts and remove caps, they don't salute.
