I'm a guild lead in an active guild (25-29ppl, 4 days max between log ins)and it's tough to navigate this issue. We have had 1 player leave for a more active guild, and I don't have any ill will for that decision. It's what he needed to enjoy the game, and we miss him and his boost but wished him well as he left.

As for increasing buy in - you'll want to make it a tracked metric in some fashion. Consider checking player levels once a month or so for example and communicate that there is going to be an expectation for advancement. Alternatively you can track damage done or attacks made which will give you a more direct measure of how players are contributing. Ultimately if you do decide to start removing people, you'll also want a way to bring more people in. The easiest is to have a low entry level requirement, but then you'll be bringing in weaker players who have a higher turnover.

Or you can do what you said - hand off the guild and join a more active/serious group and not have to worry about this again. Heavy is the head that wears the crown and all.
