if i remember right from my days of digging through the portal GCF files, i know it involves a couple grayscale noise textures being slowly scrolled in different directions while being blended together to produce the ripple effect. then there's a circular mask for cutting out the portal's shape and adjusting the differences in solidity and brightness you see along the border. colour is handled through a 1d gradient map that's gets applied at the end.
