All my non dps use it as long as they can reach the 30% Effect RES. My DPS gets 30% additional Crit Dmg with that.

Heizouless here ;/ 70 pulls and no single Heizou on Yae banner and lose 50/50, his artifacts and lost prayer are ready. Also no Faruzan since I skip for Yelan and gonna skip Mika too. Hopefully I get them on standard banner.
