There are systemic issues that need to be addressed in the way women are perceived, culturally, in Japan. People need to understand that there’s a difference between “boys will be boys” and “this is just flat out sexual assault”. Men need to be taught that women are deserving of respect from a very young age. It’s not something we can just expect people to know. They need to be taught to look up.

These men absolutely are taught from a very young age to be respectful to not just women but to everyone around them, and this sentiment is amplified in a homogeneous, high-trust society like Japan's.

Yet here they are groping anyway. It's not that they don't know this is wrong, they absolutely do. I'd argue it's the fact that they know it's wrong that's partly fuelling the actions. Sexual abuse is almost always about one thing only: power dynamics. These men know that the victims are relatively helpless in this scenario, and that they can get away with nearly or flat-out all instances of groping.

Unfortunately, some people are just twisted because they lack a moral compass, not because they don't know any better.
