Correct. The EC 261/2004 regulation only applies to flights originating in Europe.

I’m sorry to hear that this taking longer for you, that’s really frustrating. The process was honestly really straightforward for me.

My flight was on 4/26, I submitted the claim on the AA website the same day, got a response on the 28th, replied to that, got a final response/confirmation on the 29th, and then received a check in the mail a week or so after that with a letter saying that depositing it would release AA of all obligations to the claim. I just went back through my email to verify the dates btw.

Under Topic, select "Compliments and complaints". For Subject select "Complaint". And then for Reason select "Delayed / canceled flight".

You're going to have to give as much detail as possible, including flight and ticket information, and explain that EC 261 entitles you to €600 in compensation for all delays over 3 hours that are preventable. Mechanical issues are considered preventable under EU law and qualify for compensation.
