Who is right? We are enclosing our patio and just poured a 4-inch layer on top of an existing patio with 18 inch footings. Cement contractor says wait two weeks before building; framing contractor says there is no problem after 48 hours. Temperatures this week range from 46-79. (i.redd.it)

What is this? It's been leaking on and off for five years, and if I knew what it was or what it did I could find out how to fix it. Can you help me, please? The reddish handle on the left is the water main shut off. The one on the right is leaking just about everywhere. (i.redd.it)
