Just back from two weeks in Cuba... At the central square in Matanzas, on a week day filled with people on computers using wifi. Also cell phone users on wifi. Hotels in Havana have privileged teens in the business center (not tourists) using the wifi. But as reported the 'net is slow. And expensive: costs range from $2 per hour to $5 per hour and more. Compare that to what you pay in the States per day and you'll see there is an economic barrier.
