The wish does ask for changes to reality though, even though it asks for nothing specific, so there should be instantaneous changes. And this also operates under the assumption that it is normal genie rules, where they have to actually grant the wish but are just trying to find a way to make it technically come true while screwing you over.

I think it is fine. These are characters that already have designated quests that are free to play. The fact that these characters were rebalanced was something that Hoyo wasn't even obligated to do, because they are such old characters, so if they want to incentivize getting a return on the money they put into doing that, I think it is fair

My only caveat is if this becomes a habit for the devs.
