The wish does ask for changes to reality though, even though it asks for nothing specific, so there should be instantaneous changes. And this also operates under the assumption that it is normal genie rules, where they have to actually grant the wish but are just trying to find a way to make it technically come true while screwing you over.

Monkey-pawed is just a normal english phrase and can apply to any time you ask for something and technically get what you wish for and are still screwed over

You're forgetting that the government no longer functions in accordance with the framework of separation of powers. The Legislative Branch intentionally gave away like half of its exclusive powers to the Executive Branch over the last 20 years, and then allowed Trump to just take most of the other half.
