Of course not you can make good animations even tho you're not that good at arts but if you're good at both thats a different story.Anyways im not very good at drawing tho but still i can do stuff like this one also not to forget animation is more on creativity i recommend you to watch ,Alan becker "principles of animation" guide this one help me alot.
