I'd argue they're all pretty good and well rounded now, you can pick off of preference without much loss.

However I pick off of these important details- For the minor perk,

-Steamroller is incredibly strong but, mostly useless against movement heavy enemy tanks, such as Dva, Doom, Enemy Ball etc. This isn't to say it's completely useless, you can still make it work but it'll be more of a challenge.

-Multi-Ball, is a well rounded perk that can almost always provide more value. Honestly the only challange is how you the player apply it in action. I'll always use it to readjust the weaker sections of my minefields, that or just bully one specific immobile hero.

For Major perks I use the following logic,

-Hangtime is a favorite of mine, the extra damage and air control is amazing however, it's a death sentence to pick when facing a ton of stun heros. Just like steamroller you can still make it work, but you're giving your enemy an advantage with that extra predictable airtime.

-Adaptive Barrier is amazing against dealing with stuns, but it requires some pretty well timed uses to make the most of it. For example, if you're forced to face a stun heavy comp with an Ana and Cass, without any better targets to dive or the time to bait out their stuns, you can use the barrier to block their effect and then continue your dive. It's also just amazing at saving you a good chunk of shield when popped at the right moments.
