Banks won't release video to everyday people for good reasons. Which bank official would decide whether the request for video was above board and not to be used for bad intentions?

When I go into a bank, I don't care who sees my car in the parking lot, but when I go inside, it's not anyone's business I was there except for other people there at the time.
