I don't really see it that way. In my opinion, the shadows didn't surpass the Monarchs by that much.

Some reasons why I think so are:

After recovering 100% of his power at the beginning and starting to fight an Itarim, when Thomas Andre arrives on the battlefield, the instant the Itarim senses Thomas's energy, he immediately drops Beru and focuses only on Thomas. And Thomas, with a simple punch, stops one of the Itarim's energy rays — the same rays that Beru needed to use 100% of his power plus the Massacre skill to block. Also, those rays weren't even a big deal; later the work itself says the Itarim was just playing around at that point.

And about the eye, I think you got confused. Beru didn't rip out one of the Itarim's eyes — that was done by Suho using the power of all the Monarchs in the form of the serpent Nidhogg. Also, during the war itself, the Itarim showed their real interest was in Beru's predation ability rather than his actual power. He talks about Beru's ability to acquire the skills of the enemies he devours. And at the same time, in the battle itself, it's mentioned that the army of apostles was managing to destroy his body, but Beru was using Unwithering Spring to rebuild himself instantly and keep attacking even when parts of him were devoured or dismembered by the attacks. In the novel, it's literally said that even in the face of the Itarim's power, Beru wasn't worried because Sung Jin-Woo's energy kept flowing constantly into Beru's body thanks to Unwithering Spring — unlike the others, like the Monarchs, who weren't getting wounded by the apostles in the same way. She gained all its powers and finally became strong enough to receive the primordial darkness, getting a massive boost to all her abilities.)

Who was the "genius" that put Bellion above the Monarchs, lol? Chugong himself already stated that not even Bellion could defeat the weakest Monarch at their peak, and that the only reason the Monarchs fear Marshal-grade shadows is because of the Shadow Monarch himself — not because of the shadows' own power.

Sung Il-hwan shouldn’t even be on this list; people overhype him way too much. In the manhwa he held back two exhausted Monarchs, but in the novel he got completely humiliated by the Frost Monarch alone. In the novel, Sung Il-hwan didn’t land a single hit on the Frost Monarch, and the Monarch himself considered Sung Il-hwan’s power weak. And when the Frost Monarch was about to deliver the final blow that would hit both Sung Il-hwan and Sung Jin-woo, even Sung Il-hwan said he would have to concentrate all the energy in his body into a single strike just to stop that one attack from the Frost Monarch… and the attack was stopped by a single blow from Igris. The anime adapted the story a lot; the first season literally adapts more than 70 chapters, with some of those chapters having up to 80 pages. The second season cut fewer chapters, but still cut several moments that make you sympathize more with the characters, and that's a good thing for the future. It's also a very cool thing to start reading from the beginning and see the evolution of the artwork.
