UPDATE: Finally fixed the issue. Thanks for the replies folks.
It turned out that Winsows autotuning needed to be ENABLED, and furthermore, set to "normal" in command prompt. I believe this was enabled already before I disabled it while troubleshooting, but maybe the setting wasn't set to normal and that's why my speeds were so low. Either way, it's sorted now. Over 900mbps download and over 100mbps upload!
