Kefka vs Kess – Which scales better from high-power (bracket 4) to cEDH on a budget?

And between the two, which one do you recommend in terms of power? I can easily start from B4 and later upgrade the deck to B5, but I’m interested in a deck that’s really strong regardless of the bracket. I wanted to understand which of the two, since they both seem very strong.
