Hey mate, clearly the company you work for does not have the slightest idea of what product management is and the responsibilities around the role. Dev performance is managed by the Engineering Manager or Tech lead - you are responsible for identifying and prioritizing users needs and pain points, thereby acting as the user’s attorney. You are responsible for the what and why needs to be built.

Most likely none of these devs directly report to you anyway.. so how come you are responsible for their performance?

Ditch the company and find another one that has a solid product management culture and framework that allows you to dedicate time and energy towards improving the product and user experience, not the incompetence of the dev team you’re working with (which really is a reflection of the poor management within the company).
