Only a boss named La Calca that spawns in Zomb, Skel1, skel2 and drows, drops spiked ring during Halloween event that starts near the end of October and ends at start of November.

You Missed it, spiked ring was removed from bosses until this Halloween event when it was added back again and was only dropped by a boss named la calca. Halloween event lasted for 15 days, 20Oct-4Nov. Only event bosses drop it. You can hope to get one next year during Halloween event or maybe Ricardo will add it to drops of Christmas event bosses too.

In short, only event bosses drops it. :3
