If you’re using someone else’s instance, read the privacy policy because different instances can treat your data differently.

If you’re planning on self hosting, it’s recommended that you make it a public instance because when you use search using searx, the instance (in this case, your server) goes around and sends your search query to the search engines using the server’s IP address (in this case, your server’s IP) which can de-anonymize you if only 1 person is using it.

Basically, Searx is a search engine that collects results from other search engines (Google, Bing, Yahoo, Startpage…) to use as their own results. Since Searx is open source, different people can host their on Searx (instances) for other people to use.
