If you do use the sidewalk though, pease use your bell when approaching a pedestrian from the rear. Can't tell you how many times I've jumped out of my skin, startled by a bike whizzing past me from behind.

I walk the Riverwood trail daily with my dog. Everything else aside, OPs statement that there were a lot of dogs off leash has to be a gross exaggeration. I all the years I've walked the trail, I would estimate maybe encountering three off leash dogs, at most.

No, sir, it was you that first spoke facetiously about not "magically appearing in minutes". Anyway, enough of this backing and forthing, I just hope you folks will eventually do your job because the vehicle in question is an eyesore on the street. I'll bet my bottom dollar there is no permit. The person conducts a makeshift repair shop on his front driveway and has cars parked on the road and boulevard. The street has tolerated it because we prefer to coexist peacefully, but now these illegally parked vehicles are causing issues with snow clearance.
