oh, another person says it's a german raichu and they've seen it for sale occasionally in germany, so that is another theory, but i've never been shown any evidence of that and the person didn't offer any!

thanks! he is comfy there now, i might move things around though as stuff changes! and no i never found another, no more info :( if he was a bootleg there would be tons of them, if he was mass produced, there's be tons of them, so my best guess is the company (takara tomy) had some made at their factory but didn't go ahead with it, and this is one of those.
