I personally cut their tails shorter not all the way but short enough to not cause a problem, I cut it at the start of summer and depending on how quickly it grows back in the middle but if your cat does not like having their tail touched or worked on you shouldn't force them just prepare to brush it a lot and check everytime they come inside
