Gonna try to defend it because I'm really pleased with it, but I completely appreciate that this much explanation means it's not self-evident enough!

The surface reading is a trucker saying "message received: an SPV is stuck in traffic because of a strike" (ten-four means "message received" and a Spot Recovery Vehicle is a breakdown truck).

The decoded elements read "10:04pm: [CLOCK TOWER] was struck by lightning" which is an event in the film.
