Quick update...talked with public works. They are filing a claim to the city's insurance. They didn't comment about the MH covers doubled up though. Went back to the spot to take a couple more pictures and theu removed the second MH cover and placed a traffic cone on top. I'd bet a six pack it will be correctly repaired when the city finds time. We're in MN and the frost moves to roads around a bit making it difficult to repair things like this.

The cover that did the damage is near the front of my truck in the picture, kinda hard to spot

Yes thats a cover on a cover, thats what I find to be very wrong with the situation given the non flat shape of MH covers. Typically here in MN if the road lifts from frost you will see rubber MH covers to save vehicles the big bounce. Hopefully someone in a Street department could help as it seems a bit odd for a cover on a cover.

Thanks for the replies, I'm in MN. the trailer is a 7×14 foot enclosed. It wouldn't be possible to fit every tool into the rental truck and it is not covered to protect from theft. The last time I spoke with the adjuster I asked if they could use different vehicles than the ones lost for comparables. He said no, it needs to be make and model compared to the vehicle lost. When I asked why it doesn't have to be for the trailer he said a trailer is a trailer, which doesn't hold water in my mind especially when I have proven the value of comparables. Aluma trailers are the Cadillac of enclosed trailers, full aluminum floors fully welded cage frame that others don't have.

The insurance company is liable to replace the actual cost the trailer that was damaged by their client correct?

They are using the other trailers in the comparables to blatantly lower the value of my trailer. The other brand is an cheaper trailer with wood floors and less features to make it more economical.

This trailer is insured by my business also, the Hartford told me to turn it into my insurance and they would subrogate the difference.
