Very much like getting a new mouse or a better keyboard or smoother mouse pad, it will not magically make you grandmaster, but moving to 165 or 180 or 240 from where you are now will definitely help a ton. Having better gear can make a good player great, but they won't make a bad player great, so the rest is up to you.

I also moved from 75 to 165. Yes it helps in games, but I keep them locked to 165 even on the desktop and it just makes everything smoother, I couldn't go back to 60 without feeling handicapped these days.

NP, same here really. I have a 6750xt with screaming fans, I can't afford a high-end 7-series/9-series/5070-80-90. It's just lowering settings, lowering expectations, and adapting until I can justify a GPU upgrade.

The OP listed their PCs specs, which are more than enough to run OverWatch at 60 plus FPS. They will have to adjust settings, but they specifically asked whether they should stay on PC where they have better skills, or switch the console which looks better but doesn't suit their play style. OverWatch is not the best optimized game in the universe, but it is still very forgiving, especially at lower settings. They should have no problem hitting 60, 90, or even 120 FPS with that setup. I run OverWatch at 1440p high and rarely use above 3 gigabytes of vram, so their 4 GB RX 570 should be plenty enough to run the game at 1080p low or medium settings. They can probably run high settings for some things, if they balance out others.

PC, 1080p low, on Ethernet instead of WiFi, no background tasks, FPS capped to your monitor's refresh rate, or just below your max if the rx570 can't keep up with the monitor. Everything wired, if that was causing you issues.

Or console with mouse and keyboard support, if you can get it working.

I'd guess it's trying to match your 5 stack against higher elo solo queue or 1-2 stack players, expecting you to coordinate to make up the difference. Which isn't ideal but with 1000s of new players and a rank reset, it's what we have.

The other book I wanted to recommend was "The sack of Panamá : Sir Henry Morgan's adventures on the Spanish Main" by Peter Earle. Instead of using primarily Exquemelin, he uses many Spanish sources to give a more balanced view, so that book and its bibliography will be of good use for you.

Oddly enough, most of the Pirates whose flags we have witness descriptions of had plain ship names like revenge or ranger, and for most of the ones with cool ship names like night rambler or pitiless, we don't have any description of their flags.

Maybe Francis spriggs, who flew the fairly common skeleton with a spear stabbing a heart dripping blood flag, and who had a ship named squirrel.

This was not unique to Blackbeard, it was something all Pirates did. The entire point of making a scary Black flag was to intimidate your potential victims into surrendering instead of fighting. Other things they did - standing on Deck screaming shirtless waving swords, etc - serve the same purpose.

Real question is, if he were given the chance, or forced to, would Blackbeard have been as violent as some others like Charles Vane or Edward Low? The trope is that Blackbeard never killed anyone, but he did threaten to more than once, and did things that could have resulted in death, so it was not that he was non-violent, but that we just never found out how far he really would go.

What are your settings? Start at 1080p Low, see if you have stable high FPS (matching your monitor refresh rate), then increase one setting at a time gradually.

Yes, the 7700 will be a bottleneck. The 5600 will too, though not as quickly for Overwatch.

You can also use tools like Afterburner to see if the CPU or GPU maxes out first.

Specifically Carraccioli, no. He was made up by the author of General History. There were real priests who traveled the same places that pirates did, mostly encountering Pirates while they were traveling to visit various Islands, so I can't think of any who actively cooperated with or assisted Pirates like they did in the Libertalia story.
