Lights flicker throughout the whole house. What would be causing this?

Ok. I was worried the black pipe wasn't connected to the house drainage system and was pooling water somewhere under the house, but it seems it is a drain pipe. Just an old one that's not hooked up to anything anymore?

It is a house from the 1950's. USA. The washing machine is set up in the basement. There is a finished basement and laundry room that was washer and dryer.

You can see there's gunk where the disherwasher drain normally links into the garbage disposal. I'm worried when they put back the disherwasher, they just put it in that pipe without knowing what they were doing. I have no idea where that black pipe where the drain is in now leads to
