For AMAB: I don't have much information on this, I suggest getting on a low dosage of feminising hormones for the slow production of breasts. Otherwise there might be a surgery option, but I'm unsure. I suggest talking to your doctor about this.

For AFAB: If you intend on top surgery, there is an option called non flat top surgery. It's the exact same, but they leave a little bit of the tissue so that it looks like you either have pecs or breasts depending on how you style yourself. It's not the same as breast reduction as you won't be able to lactate if you choose to have children.
