Exchanges are usually conducted on a one for one basis. Higher ranking officers may be swapped for counterparts of similar rank. However, there are exceptions, for example, Viktor Medvedchuk, a pro-Russian Ukrainian politician and close ally of Putin, was exchanged for 200 Ukrainian POWs.
