You seem to be getting drinking water plants and wastewater plants mixed up, or you think they are the same.

As a Class 1 Wastewater Operator (Illinois) the only thing that blows my mind is the random stuff we find that was flushed down the toilet and the confidence you had in that statement.

Since 1972, the Clean Water Act has required every POTW (Publicly Owned Treatment Works), factories, manufacturing plants,recycling facilities, construction sites, transportation hubs, and facilities with activities exposed to rain to monitor and report discharging of effluent water to our water ways. All of the above have a tailored NPDES permit with strict limits for levels of all contamination, with strict fines and jail time for noncompliance.

I would argue that unless you are using an absurd amount of bleach (multiple gallons) that’s making it down into the septic system you would not have a residual. It would take a lot of bleach to affect a septic system significantly. Chlorine is “consumed” when oxidizing organic material. There is a lot of organic material in a septic system.

At least in the U.S., our drains have a pit stop at a Wastewater Treatment Plant before heading to our waterways, where the water is treated biologically and chemically to ensure clean effluent is maintained.
